How to structure a budget in stages so that cash flow matches the programme and the contingency survives to the end.
A budget is a plan for spending over time, not a single number. Breaking it into stages makes it far easier to control.
Stage the money
Design and approvals, substructure, superstructure, roofing, services, finishes, external works, furniture. Each stage gets its own allowance and its own payment milestone.
Protect the contingency
Keep ten percent aside and release it only against approved variations. A contingency spent in the first three months is not a contingency.
